Acting Governor of Kaduna state, Dr. Hadiza Balarabe, disclosed this during the stakeholders engagement and sensitization workshop on Community Driven Development (CDD) Approach/NG-Cares Program, held in kaduna. – Governor El-rufai
The kaduna state community and Social Development Agency (KADCSDA) was established under Law No. 16, in March 2020 by an act of the House of Assembly of Kaduna State and it’s saddled with the responsibility of reducing poverty levels within communities; bridging the gap of the unreached groups through a Demand Driven Approach targeted at the provision of basic, social and natural resource infrastructure services in rural areas.
The Community Driven Development (CDD) approach is such that empowers communities to identify, prioritize micro-projects in the Community Development Plans (CDPs), implement, utilize and maintain the projects so as to ensure ownership and sustainability.
Dr. Balarabe said, KADCSDA’s main focus is on service delivery to the poor and vulnerable Households at the micro-level in line with the Kaduna State Government’s focus on improving the State’s infrastructure by maintaining, rebuilding and expanding the current infrastructure as contained in the agency’s corporate plan, adding that the community driven development approach will empower people in poverty by putting investment and responsibilities for decision making in the hands of the community. – Governor El-rufai
In so doing, she stressed that CDD works to build opportunities, strengthen the people’s voice to demand greater accountability of the institutions that are relevant to their livelihoods and to promote sustainable development.
She said, “the Nigeria COVID-19 Action Recovery and Economic Stimulus (NG-CARES) is a “Program for Result “intervention designed by the Federal Government with support from the World Bank to cushion the negative effect of the pandemic on the populace while addressing immediate needs of especially the poor and vulnerable in communities and urban poor areas.”
Dr. Hadiza while lamenting the effect of the novel Covid-19 global pandemic, said effects of the pandemic on the global economy means that resources to meet the needs of people are not regularly available, hence the need for government to come up with strategies for project and Programmed implementation and accepting the need provided by the communities who shows the willingness to help themselves.
She added that, “this workshop is inline with one of the agency’s mandate which is the carrier of public enlightenment and mobilisation of communities towards successful execution of projects.
“Mobilising Communities for direct participation in the provision of amenities has become very pertinent. Internationally it has been known and accepted that the bottom of approach to development strategy depends on inclusive governance and promote identifiication and selection of projects that are most desired by the people these projects are meant for.
“It’s worthy to note that the effects of the Covid-19 pandemic on the global economy means that resources to meet the need of people are not regularly available. This has brought to fall, the need for government to frame up strategies for project and Programmed implementation and accepting the need provided by the communities that shows willingness to help themselves.
The purpose for me opining this therefore is to create more awareness so that many communities can join. We need to have our rural areas to also provide the basic infrastructures and other amenities. I want to assure you that it’s not the wish of our dear Governor that any Community should be left behind. You have important role to play going forward from here. She added.
Also addressing the participants, the Honourable Commissioner, Budget and Planning Commission, Kaduna state, Mrs. Umma Yusuf Aboki, said the program is aimed to sensitized stakeholders on the need to carry their communities along in the project.
She added that the project is to help mitigate the effect of Covid-19 in the state, noting that proposals will be appraised and screen by the CDA Community development plan for implementation for the benefit of all citizens.
She equally charged them to be objective in ensuring that the project identified in respective Communities are for the interest of the entire Community. – Governor El-rufai
